区域法治是深化、拓展和落实依法治国方略以及优化世界法治秩序中的一种崭新的法治形态,开展区域法治建设和研究是全面推进依法治国的应有之义。全面推进依法治国要求形成的五大体系都需要相关的区域法治建设及其成果来充实和完善。开展区域法治研究和建设应该注意的是:区域法治建设具有复杂性和多层次性,有不同的类型,它们各有其特定的文化机理,需要进行深入细致的研究和分析;要处理好国家法治统一与区域法治建设应体现本地区特点和实际这一重大关系;开展区域法治建设应分阶段、有计划、有步骤、分轻重缓急地逐步进行。

  • The regional rule of law is a new form of rule of law among the deepening,expanding and implementing the strategy of rule of law and optimizing the rule of law of the world.Regional law construction and research is a important part of comprehensively promoting the rule of law.The five systems required by comprehensive promoting the rule of law needs to be enriched and improved by relevant regional law construction and its results.It should be noted:the construction of regional law has a complex and multi-level nature,and there are different types,each of which has its specific cultural mechanism,which needs intensive research and analysis;The major relationship between national law unity and that regional rule of law should reflect the actual characteristics of the region should be handled well.To carry out the regional law construction should be phased in,and in a planned way,done step by step,in order of priority.
