中国提出与东盟共建新海上丝绸之路倡议是基于特定的国际国内形势,其核心要义是为国内经济发展开辟新的资本市场并创造安全的外部条件,同时保障国家海上安全。东盟成立以来,在南海问题上先后经历了三个时期的政策演变历程,并奉行"大国平衡"的外交策略。中国实施与东盟共建新海上丝绸之路战略可能打破现有国际关系格局,引起周边国家的安全顾虑,加深区域外大国介入程度,给南海问题带来新的挑战。为了顺利推进与东盟共建新海上丝绸之路的战略部署,营造良好的合作环境,中国需要从释放和平外交信号、积极争取舆论支持、全方位开展海上合作和完善争议解决机制等方面着手,厘清解决思路,妥善化解南海争端。

  • China's initiative of building the new Maritime Silk Road with ASEAN is based on the specific international and national situations. Its core is to open up the new capital markets and create the safely external environment for the development of domestic economy while safeguarding the national maritime security. Since ASEAN was founded,the policies about the South China Sea issues have undergone the evolution of three periods and the "Power Balance"foreign strategy has always been adhered to. The strategy of co-building the new Maritime Silk Road with ASEAN that China implements may break the existing pattern of international relations,cause the concern for the security among the neighboring countries,and deepen the degree that the outsider powers intervene,which will bring new challenges to the South China Sea issues. In order to successfully advance the strategic deployment of the new Maritime Silk Road and create a good cooperative environment,China needs to clarify the solutions and properly resolve the South China Sea disputes through releasing the diplomatic signals of peace,actively seeking the public support,comprehensively carrying out the maritime cooperation and improving the dispute resolution mechanism and so on.
