改革开放以来,随着社会主义法治建设的开展和推进,中国共产党人的法治观也经历了丰富多彩、步步深化拓展的演变和发展历程。整个过程至少可分为这样三大阶段:一、从"要法治,不要人治"到依法治国方略的提出;二、从依法治国方略的提出到人权入宪;三、从人权入宪到全面推进依法治国。这突显了党的十八届四中全会成为建设社会主义法治国家征程上闪亮的里程碑,在培养和增强广大干部群众社会主义法治意识和观念上起到了前所未有的重要作用。

  • Since the reform and opening up, along with the development and progress of the socialist rule of law, the concept of the Chinese communists on the rule of law has also experienced an increasingly deepened development process. The whole process can be divided into at least three stages: first, from "rule of law instead of rule of man" to the creation of the strategy of governing China according to law; second, from the strategy of governing China according to law to writing human rights into the constitution; third, from writing human rights into the constitution to fully advancing the law-based governance of China. This illustrates the Fourth Plenary Session of the Party's Eighteenth Congress as a significant milestone in the journey to building China into a socialist rule of law country, which plays an important role in getting the officials and the masses to be more aware of the concept of the socialist rule of law.
