国家治理体系和治理能力现代化构成了国家治理现代化的核心内容,国家治理现代化必然包含治理主体、治理方式和治理目标等治理各个要素的现代化。治理主体现代化就是要培养治理主体具有独立性、正义感、宽容性的公共精神,形成多元参与、和衷共济的格局,确保主体"最小公倍数";治理方式现代化就是要形成法治、德治互济的局面,筑牢社会"最大公约数";治理目标的现代化,就是要凝心聚力、同舟共济建构国家"最大认同量"。

  • The modernization of national governance systems and capability contains three critical elements,which are modernization of governance subjects,methods and purposes. Modernization of the governance body must possess the following qualities,namely,independence,sense of justice,tolerance and public spirit,thus forming the pattern of multiple participation and co-operation,and obeying the principal "LCM"( lowest common multiple). The governance modernization means the combination of the rule of law and the rule of virtue,building a strong society of "greatest common divisor". The modernization of governance aims means at unity,solidarity so as to build the national "maximum amount of identity".
