产业结构调整对节能减排的影响研究——基于中国247个地级及以上城市数据的实证分析

摘要：

在剖析第一二三产业结构调整对节能减排影响的理论基础上,运用我国247个地级及以上城市2000—2012年数据实证产业结构调整对节能减排的影响。结果发现:在控制其他变量的情况下,产业结构的优化调整有利于节能减排,第三产业的发展对节能减排的效果尤为显著;同时还发现,财政政策和金融政策对节能减排也有显著的促进作用。要稳步推进节能减排工作,不仅需要高度重视产业结构的优化调整,还需要重视财政金融政策的作用。

  • The industrial structure of different regions is different in China,which is a big developing country. In order to study the effect from industrial restructuring to energy- saving and emission- reducing,it' s necessary to use the micro-level. So far,nobody has studied this topic from this point. This paper has analyzed the theoretical basis about the effect from industrial restructuring to energy- saving and emission- reducing,and the empirical study from the former to the latter has been done based on data from 247 cities of China from 2000 to 2012. The results are that industrial restructuring is useful to energy- saving and emission- reducing under the preconditions that the other variables are controlled; the effect is very obvious from the tertiary industry. At the same time,fiscal policy and monetary policy have the same effect as the industrial restructuring. In order to do well energy- saving and emission- reducing,it' s necessary to pay attention to the industrial restructuring,fiscal policy and monetary policy.
