摘要：

西汉政权建立之即,为解决急迫的民生问题,出台了"兵罢归家"及"令民归乡","轻田租"及"驰山泽之禁","量吏禄"及"度官用"等民政、经济及财政政策。同时,以立法的形式规定了相关的户籍编制、授田宅、自占名数、复故田宅、名田宅、不动产确权、田租税、矿产开采、公职人员薪俸及公务消费等制度,实现了民生政策的法制化。汉初民生政策的法制化不仅对于恢复和发展经济,解决民生问题发挥了重要作用,同时也为西汉政权的稳固以及社会管理,社会控制奠定了坚实的政治及经济基础。

dc.description.abstract
Shortly after the establishment of Western Han Dynasty,to solve the eminent social and economic issues,the imperial government released some social,economic and fiscal policies like "dismiss army soldiers back their homes","request fugitives back home","alleviate land lease","loosen the prohibition of hunting in mountains and fishing in waters","lower official's remunerations"and "limit government spending". Meanwhile,legislations concerning household registration,land and residence reward,previous personal status recognition,restitute original land and residence,land and resident confirmation,real estate confirmation,land lease tax,mining,official remuneration and government spending were made to legalize these policies,which played decisive role in enhancing social welfare,laying solid political and economic foundation for stabilizing the newly established dynasty and efficient social control.
