WTO规则体系中的"一揽子承诺"已成为一个既涉及WTO规则体系稳定,又关涉WTO"多哈发展回合"谈判走向的重要问题。学界对"一揽子承诺"的认知尚存歧见。"一揽子承诺"具有三个层面上的解读,即作为一种程序性手段、作为一种谈判工具和作为一项法律原则。"一揽子承诺"是否还能适应"多哈发展回合"发展,WTO谈判方式是否需要改革等问题都成为理论研究的重点所在。厘定三个层次上的"一揽子承诺",对完整适用WTO规则具有重要的理论价值。

  • The "single package",a part of the WTO rules,has become an important issue which influences both the stability of the WTO rules and the trend of the WTO Doha Development Agenda( DDA) Negotiation. However,there are differences about it in academic circles. In this article,the author analyzes the"single package"on three levels: taking it as a procedure technique,a negotiating device and as a legal principle. And it focuses on whether the "single package"would meet the development of DDA,whether the WTO negotiation needs reform and other issues in the future. A defined"single package"on the above three levels would have significant theoretical values for the full application of WTO rules.
