摘要：

中国工业化的起步阶段和初级阶段,主要依赖农业剩余转移和农业支持政策。农业剩余转移促进了工业化的发展,但也限制了农业发展能力和农村居民收入增长能力,形成了城乡二元经济;农业支持政策在保障工业发展的同时,也形成了城乡分割的政策和制度体系。目前,中国工业化已经步入中级阶段,形成独立和较齐全的工业体系和较强的生产能力,不再完全依赖农业的支持,因此,应该逐步取消城乡二元的政策和制度体系,实现城乡一体化发展。

  • The agriculture of China had provided assistance and large funds for the industrialization from the starting phase to the elementary phase.The enormous agriculture surplus had been extracted for the industrialization under the governmental policy of industrial center.It is necessary for the development of the industry.However,it has restricted the growth ability of the agriculture itself and the growth of the income of the country dweller.More serious is the formation of the dual economy and dual society policy between the city and the countryside.The throughput of the industry increases greatly and the agriculture has fulfilled its mission of the support for the industrialization along with the industrialization of China stepping in the intermediate phase.So it is time to do away with dual rules and regulations and promote the unified design and development between the city and the countryside.
